Witnesses of triple shooting outside Louisville driver’s license branch say it seemed targeted

Three people were fatally shot on Friday noon in the parking lot of the Kentucky Transportation Cabinet Driver Licensing Regional Office in the Valley Station area of Louisville, Kentucky. The victims have been identified as 18-year-old Leslye M. Harbin Jr. (male), 29-year-old Raysa Pacios Valdes (female) and 33-year-old Antwanette Chillers (female). Harbin died at the scene; Chillers and Valdes died later at hospital.

 

**Witness accounts**

Witnesses described the incident as abrupt, violent and targeted. One man said he saw two masked individuals run up and shoot Harbin multiple times — even as he lay on the ground — before fleeing in a vehicle. Another person standing in line at the licensing office said that it sounded like “popcorn being made” when the gunfire erupted, then people were scrambling and security guards began shouting for everyone to hit the ground. Some described having stood near the entrance outdoors for several hours waiting for service; when the shooting hit, they did not perceive random chaos but rather an execution-style attack.

 

**Scene & police response**

The shooting took place around noon in the 6200 block of Willismore Drive, just off Dixie Highway. There were dozens of people waiting outside the office at the time, and evidence markers were placed about 20 feet from the building entrance. According to Louisville Metro Police Department Major Donald Boeckman, no arrests have been made yet, and the investigation is ongoing, including review of surveillance video. He added that while the attack was horrific, investigators currently believe there is *no ongoing threat* to the public.

Witnesses and police remarks suggest this may have been a deliberate and targeted act, rather than a random drive-by or indiscriminate shooting. The fact the male victim was shot repeatedly, including on the ground, and that the gunmen appeared masked and fled swiftly by vehicle, supports the assessment that someone was singled out. Additionally, the two female victims’ involvement remains unclear — whether they were connected to the primary target or collateral victims is still undetermined, and police said they currently do not know if the three deceased had any connection to the shooter(s).

 

**Community & authority response**

Governor Andy Beshear described the incident as “a senseless act of violence” and extended condolences to the victims’ families. The driver’s licensing office locked down immediately after the shooting and closed for the remainder of the day; the Kentucky Transportation Cabinet said all employees were safe.
